काँटे ही काँटे है पारम्परिक चिकित्सकीय ज्ञान के दस्तावेजीकरण मे : भाग –एक

हम सभी जानते है कि आजादी के इतने वर्षो बाद भी भारत के सुदूर अंचलो मे पूर्वजो से प्राप्त पारम्परिक ज्ञान के आधार पर असंख्य पारम्परिक चिकित्सक रोगियो को राहत पहुँचा रहे है। सभी तरह के पारम्परिक ज्ञान की तरह पारम्परिक चिकित्सकीय ज्ञान भी खतरे मे है। सबसे बडी विडम्बना यह है कि हमारे देश का कानून इन पारम्परिक चिकित्सको को अपनी सेवाए देने की छूट नही देता है। आधुनिक समाज भी उन्हे नीम-हकीम ही मानता है। उनका ज्ञान दस्तावेज के रूप मे उपलब्ध नही है। जो उनहोने पूर्वजो से सीखा वही अपनाते रहे। वे इस ज्ञान के पैसे नही लेते है। यदि उनके बच्चो ने रूचि दिखाई और सेवा की शपथ ली तो ठीक, नही तो यह ज्ञान उनके साथ ही चला जाता है। देश मे आज भी बहुत से लोग है जो इस ज्ञान को बचाना चाहते है। वे दस्तावेजीकरण को प्रोत्साहन देकर यह कार्य करना चाहते है। पर इस यह कार्य इतनी अडचनो से भरा पडा है कि यदि सही मायनो मे कोई अपना जीवन समर्पित करना चाहे तो भी समाज और उसके नियम उसे यह करने नही देंगे। मै यह बात इतने दावे से इसलिये कह पा रहा हूँ क्योकि पिछ्ले 15 वर्षो से मै यह कार्य कर रहा हूँ निज व्यय के बूते, पर समाज प्रोत्साहित करने की बजाय नित नये रोडे अटकाने मे लगा है। मै अपने कुछ कडवे अनुभव और दस्तावेजीकरण मे आने वाली समस्याओ की चर्चा यहाँ करना चाहूँगा।

यह हमारा सौभाग्य है कि देश पारम्परिक ज्ञान मे समृध्द है। देश के नव-गठित राज्य छत्तीसगढ के कुछ भागो के पारम्परिक चिकित्सको के ज्ञान पर ही दो लाख से अधिक पन्ने लिखने के बाद भी मुझे लगता है कि मैने कुछ भी नही किया है। पूरे देश मे उपलब्ध ज्ञान की तो आप कल्पना ही कर सकते है। इस ज्ञान के दस्तावेजीकरण के लिये बहुत सी संस्थाए अनुदान देती है। पर हर अनुदान के साथ जो भ्रष्टाचार जुडा होता है वह हम सभी जानते है। इसका अन्दाज इसी से लगा सकते है कि अरबो इस कार्य पर लगा देने के बाद भी नतीजा सिफर ही रहा है। देश मे पारम्परिक ज्ञान के नाम पर दसो डेटाबेस है पर ज्यादातर मे अन्दर कुछ नही है। मुझे ऐसे कई डेटाबेस को देखने का अवसर मिला है। प्रकाशित साहित्यो और इंटरनेट पर पहले से दस्तावेजीकरण किये गये कार्यो को आप इनमे पायेंगे। इनमे से बहुत से डेटाबेस विदेशी सहायता से चलते है। यहाँ यह समझ मे नही आता कि आखिर किससे हम यह ज्ञान बचाना चाहते है?

मैने पहले पहल शोध पत्रो के माध्यम से पारम्परिक ज्ञान का दस्तावेजीकरण आरम्भ किया क्योकि मुझे पुस्तकालयो मे हजारो शोध पत्र मिले। ये शोध पत्र देशी और विदेशी विज्ञान पत्रिकाओ मे छपे थे। इनमे पारम्परिक ज्ञान के बारे मे तो लिखा था पर किनसे यह जानकारी ली गई है इसका कोई उल्लेख नही मिला। बाद मे जब मैने शोध पत्र प्रकाशन के लिये भेजना आरम्भ किया तो सच का पता चला। नाम वाले शोध पत्र ज्यादातर पत्रिकाए नही छापती है। सम्पादक न केवल नाम कतर देते है बल्कि कई महत्वपूर्ण जानकारियाँ भी रख लेते है। जब उनसे कहा जाता है कि यह लिख कर दे कि कतरी गई जानकारी का अन्यत्र उपयोग नही होगा तो वे जवाब ही नही देते है। भारत मे सैकडो शोध पत्रिकाए निकलती है पर सभी मे लम्बी कतारे है। एक शोध पत्र छापने मे एक वर्ष तो लग ही जाते है। जल्दी छपाना है तो पैसे दो। विदेशी पत्रिकाए पैसे लेकर देशी ज्ञान छापती है और फिर उस शोध पत्र को सालो तक बेचती रहती है। शोध मे पैसा लगा देश का पर कमाए विदेशी। वैज्ञानिक खुश है कि विदेशियो ने सराहा। आप समझ ही सकते है कि पारम्परिक ज्ञान की क्या बदहाली होती होगी। फिर भी मैने 100 से अधिक शोध पत्र 55 से अधिक पत्रिकाओ मे छपवाये क्योकि इसके बिना कार्य को मान्यता नही मिलती है। फिर जब जानकारी बढने लगी तो सस्ता उपाय खोजने लगा। समस्या हो गयी कि इस वृहत ज्ञान का आखिर करे क्या।

पारम्परिक ज्ञान का क्या करे इस पर जितने सिर उससे भी अधिक बाते है। कोई कहता है इसे पारम्परिक चिकित्सको के पास ही रहने दिया जाये। पर इससे तो यह नष्ट हो जायेगा जैसा अभी हो रहा है। मुझे सलाह दी गई कि इसे आप अपने पास ही रखे पर उससे क्या होता। यदि इसे प्रकाशित किया जाता तो बहुत पैसे लगते। कैसे यह खर्च पूरा होता। डेटाबेस से विश्वास उठ चुका था। आज पेटेण्ट के युग मे इस ज्ञान को ऐसी जगह पर होना चाहिये जहाँ पर उन लोगो की पहुँच हो जो ज्ञान की चोरी को रोकने मे जुटे है। आप ही बताइये आज कितने ऐसे डेटाबेस है जो आम आदमी की पहुँच मे है? जबकि इनमे आम आदमियो से एकत्र की गई जानकारियाँ है। बंगलुरु के एक डेटाबेस मे तो भारतीयो को अपने ज्ञान के पैसे चुकाने पडते है तब ही जानकारी मिल पाती है। काफी सोच-विचार के बाद मैने इंटरनेट पर इस ज्ञान को डालने का निश्चय किया ताकि पारदर्शिता बनी रहे और पूरी दुनिया को पता चले कि यह हमारा ज्ञान है और खबरदार किसी ने पेटेंट के बारे मे सोचा भी तो। चलिये आगे बढने से पहले ज्ञान पर हक की बात कर ले।

पश्चिमी भारत मे एक नामी-गिरामी संस्था है जिसने देश के बहुत से पारम्परिक चिकित्सको को लाखो का इनाम दिया है। यह सराहनीय कार्य है पर सही नही है। इस संस्था के द्वारा अखबारो मे विज्ञापन निकाला जाता है फिर पारम्परिक चिकित्सक अपनी प्रविष्टी भेजते है। उपयोगी ज्ञान धारक को इनाम मिलता है। फिर उनकी मदद की जाती है ज्ञान के पेटेण्ट मे। मुझे एक बार चयन समिति के सदस्य के रूप मे जाने का मौका मिला तो मैने प्रश्न रखा कि कैसे यह पता लगाये कि यह ज्ञान उसी पारम्परिक चिकित्सक का है। तो उन्होने प्राचीन ग्रंथो का एक डेटाबेस दिखाया और बोले कि इसमे यह उल्लेखित नही है। और किसी दूसरे ने इस पर दावा नही किया है। पर मेरा प्रश्न वही रहा। अखबारो के विज्ञापन तो देश के ज्यादातर पारम्परिक चिकित्सक पढ नही पाते है। फिर पूरे देश का ज्ञान तो अभी डेटाबेस मे नही है। तब कैसे किसी एक को इसका हकदार बना दिया जाये? कुछ पारम्परिक चिकित्सको के इनामी नुस्खो का मैने अध्ययन किया और अपने दस्तावेजो को देखा तो पता चला कि यह ज्ञान तो छत्तीसगढ के पारम्परिक चिकित्सक भी उपयोग मे लाते है। हो सकता है यह देश के दूसरे हिस्सो मे भी उपयोग हो रहा है। इस दृष्टिकोण से तो सारी प्रक्रिया ही प्रश्नो के घेरे मे है। यही समस्या मुझे भी आती है। मैने किसी पारम्परिक चिकित्सक से मान लीजिये हल्दी के बारे मे जाना फिर जब उसके नाम से इसे लिख दिया तो कुछ दिनो बाद पता चला कि और लोग भी इसे जानते है। कई जानकारियाँ तो दसो पारम्परिक चिकित्सको के पास रहती है। फिर कैसे इसे किसी एक का ज्ञान कहा जाये? क्या यह सामूहिक ज्ञान है? किसका सामूहिक ज्ञान देश के लोगो का या राज्य के लोगो का? अगर इससे भविष्य मे कुछ आर्थिक लाभ होता है तो कौन इसका हकदार होगा? इसका जवाब किसी के पास नही है। जो लोग छोटे पैमाने पर अध्ययन करते है वे तो एक पारम्परिक चिकित्सक का ही ज्ञान इसे मान कर वापस चले जाते है। एक और समस्या है। यदि ऐसा ज्ञान जो थोडे परिवर्तित रूप मे प्रचलित है उस पर अधिकार किसका है? जब मै एक पारम्परिक चिकित्सक से एकत्र जानकारी दूसरे को बताता हूँ तो वे इसमे कुछ नया जोड देते है। इस तरह सैकडो पारम्परिक चिकित्सको से मिलने पर एक पूरी रपट तैयार हो जाती है। अब बताए इस रपट पर किसके ज्ञान का अधिकार है? आम तौर पर दस्तावेजीकरण से जुडे लोगो से पूछा जाता है कि क्या आपने पारम्परिक चिकित्सक से लिखित अनुमति ली? ज्यादातर मामलो मे यह सम्भव नही हो पाता। कागज देखकर सरकारी अफसर समझे जाने का भय रहता है और वे कन्नी काटने लगते है। हाँ उन्हे उनकी भाषा मे यह समझाया जाता है कि इसका दस्तावेजीकरण करना क्यो जरूरी है फिर उनसे मौखिक अनुमति ली जाती है। ज्यादातर मामलो मे तो वे अपना गूढ ज्ञान नही बताते है। बहुत विश्वास होने पर ही बताते है पर पहले शपथ लेनी पडती है कि कभी आय के लिये इस ज्ञान का प्रयोग नही करेंगे। मै तो इस पर शत प्रतिशत खरा उतरता हूँ क्योकि इस दस्तावेजीकरण के लिये आय तो दूर घर के पैसे लगाने पडते है। जब पारम्परिक चिकित्सको से कहा जाता है कि आपके ज्ञान से जो दवा बनेगी उसकी कमाई मे आपका भी हिस्सा होगा तो वे आश्चचर्य से मुँह ताकते रहते है। उनका ऐसा व्यवहार कुछ भी अटपटा नही है क्योकि उन्हे कभी किसी ने नही बताया कि यह ज्ञान किस महत्व का है। वे तो आधुनिक समाज के शिकार है जो डर-डर कर अपनी सेवाए देते है। हाँ जब उनके बच्चे मुझे गौर से सुनते देखते है तो उनके मन मे अपने पिता के ज्ञान को जानने का कौतूहल जागता है। आप सोचिये यदि हमारा समाज इन पारम्परिक चिकित्सको को थोडा सा सम्मान दे दे जिसके वे हकदार है तो देखे फिर कैसे नयी पीढी तक यह ज्ञान पहुँचता है बिना किसी परेशानी के। पर इतना सब लिखने के बाद भी यह प्रश्न वही पर है कि कैसे अधिकार सुनिश्चित किये जाये। मेरा तो सरल सुझाव यही है कि एक पारम्परिक चिकित्सक या पारम्परिक ज्ञान प्रकोष्ठ की स्थापना कर देनी चाहिये जो पारम्परिक चिकित्सक स्वयम चलाये और पारम्परिक ज्ञान से होने वाली कमाई उनके सामूहिक हित मे उपयोग हो। मुझे मालूम है यह प्रकोष्ठ भी राजनीति और भ्रष्टाचार का शिकार हो जायेगा पर प्रयास तो किया ही जा सकता है। अब यह सवाल है कि सही पारम्परिक चिकित्सक की पहचान कौन करे। इस पर विस्तृत दिशा-निर्देश बनाने की जरूरत है। इस प्रकोष्ठ से मुझ जैसे शोधकर्ताओ को भी आसानी होगी और पूरे दस्तावेजीकरण पर इसका ही हक होगा। नये लोगो को दस्तावेजीकरण के लिये यह प्रकोष्ठ आर्थिक सहायता भी दे सकेगा। पारम्परिक चिकित्सको के बच्चे और उनके समुदाय के लोग दस्तावेजीकरण करेंगे तो वे हमसे बेहतर ढंग से यह काम कर सकेंगे। इससे दस्तावेजीकरण के नाम पर बर्बाद हो रहा देश का करोडो बचेगा और जनता के धन का दुरूपयोग रूकेगा। यहाँ मै बताना चाहूँगा कि जिस चयन समिति की बात मैने पहले की थी उसमे एक दिन के आयोजन का खर्च लाखो मे था। यह पैसा पारम्परिक चिकित्सको और उनके समुदाय को सीधे मिलता तो उनके नाम पर घडियाली आँसू बहाकर करोडो का चूना लगाने वालो की दुकान बन्द हो जाती। ज्ञान पर अधिकार के सन्दर्भ मे मै यह भी बताना चाहूँगा कि दस्तावेजीकरण मे शोधकर्ता का कौशल भी माने रखता है। बहुत बार वह अपने विचार और अनुभव भी उसमे शामिल करता है ताकि ज्ञान सही मायने मे उपयोगी हो सके। मै बहुत बार जब अपने विचार रखता हूँ तो पारम्परिक चिकित्सक धन्यवाद देते है। तो क्या शोधकर्ताओ का कुछ भी अधिकार नही बनता इस दस्तावेजीकरण पर? मेरा तो ठीक है कि जुनून है पर हमेशा शोधकर्ता को किनारे कर देना कैसे नयी पीढी को इस कार्य को अपनाने के लिये प्रेरित करेगा?
